Deputies arrived in two minutes and found Brian Colvin lying in the center lane, Krugh said. He was taken to a hospital, where he died.

According to Krugh, Colvin was standing in the roadway in front of a vehicle and was speaking with the occupants. A few seconds later, the driver accelerated and struck Colvin, he said.
